Self Sufficiency Programs One of the JCHA's primary strategic goals is to promote and support resident self-sufficiency. This goal states that the JCHA will: "Increase the proportion of working families throughout the JCHA public and assisted housing communities and will do so by promoting and supporting residents efforts to gain, sustain and improve employment, first targeting residents at the Curries Woods revitalization site and new communities and then expanding to the other existing public housing communities." The JCHA has and will continue creatively leverages its existing resources and aggressively pursues new sources of funding in order to develop employment opportunities for residents. The following describes some of the programs, opportunities and policies that encourage residents to find and stay with decent, sustaining employment and to advance in their jobs. Section 3 Employment Aggressive enforcement of HUD's requirement that contractors employ residents and other low-income area residents in construction work at public housing communities. HOPE VI-funded Section 3 Officer coordinates recruitment and encourages longer term work for residents already experienced with Section 3 employment. Jobs range from skilled trades to laborers to security, and in duration from a few weeks to a few months. JCHA Resident Employment A long-standing hiring preference for public housing residents; Currently almost one-half of all JCHA staff (inclusive of TAB and RMC positions) are current or former residents; Resident employees serve in clerical, maintenance, skilled, managerial and administrative positions. Social Service Liaison Addresses residents' drug use and other criminal-related problems and/or non-payment of rent; Referrals to local social service program in the area to prevent the necessity of the more punitive approach of eviction. Policies that Support Self-Sufficiency In addition to the above described programs and services, the JCHA has and will implement rent and admission policies that support and encourage resident's efforts to move from "welfare to work" and from underemployment to sustaining employment. Income Disregards: New income from new employment will not be considered in determining a family's rent in order to encourage residents to become employed, participate in training programs and move away from welfare. In the first year, 100% of the new income will be "disregarded" and in the second year, the family's rent may be increased by no more than 50%. Admission and Transfer Preferences: Preferences in both residents admissions and transfers are given to applicant and resident families who are or have been working.

Program Eligibility and Applicant Selection Policy The Quality Housing and Work Responsibility Act (QHWRA) permanently repealed federal preferences and allows PHAs to implement local preferences. The JCHA's Strategic Goal 2000, specifically for the Rental Assistance Program and Good Neighbor Policy, is to ensure that housing assistance preferences and related support is given to senior citizens and families who are working toward self-sufficiency through employment, training, and/or education initiatives and to maximize serving the greatest number of eligible and responsible families and senior citizens with available housing assistance. To forward this objective, the JCHA has designed a system of Local Preferences that provide priority to eligible senior citizens and families who are engaged in self-sufficiency training, or who have achieved actual employment, or have been displaced by HOPE VI related activities, and which ensures that the rental assistance provided promotes broader economic diversity and is consistent with the local housing needs as identified in the City's Consolidated Plan as follows: Families displaced by HOPE VI related activities Families displaced by other JCHA or City Redevelopment activities Witness Victims of criminal and drug related activity and domestic violence residing in JCHA public or affordable housing programs and graduates from HUD approved Transitional Housing Programs. After selecting applicants for these highest three local preferences, the remaining Vouchers are issued as follows: Working Family Preference (75%) Working families who have a housing need Other working families Family Preference (25%) Families who have a housing need Other families Within these Local Preferences, applicants will be selected as follows: Jersey City Residents Veterans Single elderly and/or persons with disabilities The JCHA waiting list exceeds 3,000 applicants. The annual turnover rate is approximately 200 Certificate and Vouchers (due in large part to the deaths of elderly participants, terminations of assistance because of lease violations and participants being absorbed by other Housing Authorities); the approximately waiting time to receive a Voucher (without one of the highest local preference) is 7-18 years. Because of this lengthy wait time, the JCHA closed its Section 8 Program waiting list in October '95 and no new applications are being accepted (an exception is made for applicants who are displaced by JCHA and City Redevelopment activities and graduates of Transitional Housing Programs and for set-aside Programs, i.e. Mainstream, Family Unification Program and Mod Rehab SRO that are targeted to specific populations). The JCHA has reduced the waiting list from over 10,000 applicants to the current 3,000 due to aggressive lease-up efforts. In order to achieve maximum lease-up, the JCHA must perform numerous hours of administrative work per applicant. The Section 8 staff completes a thorough case management process with each applicant that includes written correspondence, telephone conversations and face-to-face interviews. All applicants are screened and subject to background checks. In order to accommodate the schedules of working families, the Leasing Specialists have also offered applicants the opportunity to attend briefings and obtain their vouchers on Saturdays. Each case requires administrative and staff expenses, however, the Section 8 Program only receives funding from HUD for the applicants that are successful in their lease-up. Due to the number of applicants needed to fill the remaining vouchers according to the local preferences, the JCHA estimates re-opening the waiting list during 2001. Details are being discussed to evaluate the proper procedures to be taken to ensure compliance with the Administrative Plan and the Local Preferences, the procedures to be implemented to make the applications available and the possibility of a third party to collect the review the applications for initial placement on the waiting list. Last year, placement in the Section 8 General Program included applicants with the following local preferences: Working Family with a housing need 49% Working Family without a housing need 7% Displaced by HOPE VI activities 3% Witness victims or graduates of Transitional Housing Program 2% Displaced by other JCHA or City of Jersey City 1% Families with housing need 2% Placement in Special Programs include: Mainstream Program 15% Portability 11% Family Unification Program 10% Income Targeting Requirement The Applicant Selection Policy, adopted in the Administrative Plan approved in January 2000 and revised in January 2001 as part of the Annual Plan, implemented income targeting requirements and local preferences options as set forth in the 1998 Quality Housing and Work Responsibility Act. Specifically, 75% of the Section 8 Vouchers which become available in any given year must be reserved for applicants whose incomes do not exceed 30% of the area median income; the balance of Vouchers which become available may be granted to applicants whose incomes may be up to 50% of the area median income. The following are the current income eligibility limits based on 30% and 50% of median income: Effective 2018. Housing Choice Voucher Program Formerly known as Section 8 The Housing Choice Voucher Program (HCVP) is designed to assist eligible low-income families and individuals pay rent in the private market and move towards economic self-sufficiency. The Jersey City Housing Authority's HCVP Program Application List is currently closed. Program Overview The JCHA currently assists over 5,000 families, senior citizens and persons with disabilities under the Department of Housing and Urban Development's Section 8 Rental Assistance Program (Housing Choice Vouchers). This Program provides financial assistance to eligible households who rent apartments in the private rental housing market (i.e. the subsidy is tenant-based and moves with the family). The rent subsidy amount (provided directly to the property owner) in Housing Choice Voucher Programs is based on the difference between the tenant rent portion calculated at 30% of their monthly adjusted income and the actual reasonable rent in the Housing Choice Voucher Program. Effective January 1, 2025, the JCHA will begin applying Small Area FMR’s. https://www.huduser.gov/portal/datasets/fmr.html The JCHA currently has an allocation of over 5,000 Housing Choice Vouchers which includes the following special purpose programs: Family Unification Program (FUP) Non-Elderly Persons with Disabilities Program (NEDP) Veteran's Affair Supported Housing (VASH) Enhanced Vouchers Project Based Vouchers Mainstream Housing Opportunities for Persons with Disabilities Program Continuum of Care Program Project Based Assistance The JCHA currently administers Project-Based Assistance (i.e. rental assistance is tied to the unit) to expand affordable housing. Portability Option The portability option allows Section 8 applicants and participants to use their Section 8 Vouchers outside of Jersey City (i.e. anywhere in the United States, Puerto Rico and Virgin Islands where there is a PHA that can administer the Voucher). - ACP Outreach | Jersey City Housing
As of midnight Wednesday, February 8th 2024, the Affordable Connectivity Program (ACP) has stopped accepting new applications and enrollments. To receive a notification when the program reopens, sign up for Education Superhighway’s Keep Me Updated Tool at the following link, https://www.educationsuperhighway.org/keep-me-updated/ . FREQUENTLY ASKED QUESTIONS 1. What does wind-down mean for the ACP? The ACP was established by Congress in 2021, with a fund of $14.2 billion. However, the current funding will run out by the end of April 2024 , and Congress hasn't yet allocated any additional funds to keep the program running beyond that date. So, the FCC has started taking steps to wrap up the program. Unfortunately, this means that households enrolled in the program will no longer receive the discounts once the program ends. 2. What are the important dates I should be aware of regarding the ACP wind-down? Starting late January 2024 : Households that are currently receiving a monthly ACP benefit will start to receive notices from their internet companies with information about the end of the ACP benefit. This information will include timing of the end of the program and the impact of the loss of the benefit on the household’s bill and service. April 2024 : The FCC anticipates existing ACP funding to run out at the end of April 2024 if Congress does not provide additional funding. Consumers that are enrolled in the ACP will continue to receive their benefit on their internet service through April 2024. This date is an estimate and may change. Any remaining funding will be divvyed up and applied to the month of May. 3. What does the “last fully funded month of the ACP” mean? The "last fully funded month of the ACP" is the last month you'll get the full ACP benefit you've been applying to your internet plan. After that, as the funds for it start decreasing, you might receive a reduced benefit. That means you may not get the full $30 benefit. Your internet company will decide if they'll provide a reduced benefit. So, it's always better to reach out to them and check when you should expect to see an ACP benefit on your monthly internet bill. 4. What happens if Congress provides additional funding for the ACP? If Congress decides to provide more funding for the ACP, the FCC will provide further guidance and instructions on how the ACP will proceed at that time. 5. As a current household using the ACP benefit, what will the notices from internet companies to ACP households look like? Timing : Internet companies will send three (3) required written notices to their ACP households: You should have received the first notice by January 25, 2024; The second will be within 14 days after announcement by the FCC of the last fully funded month of the ACP; and The third will be simultaneous with the last bill/billing cycle in which the full ACP benefit is applied before the program ends. Format: Internet companies are encouraged to send notices in the same way they usually communicate with the household, including in the household’s preferred language. You may receive these notices from your internet company by e-mail, text, in the mail, or along with your bill. Content: The first notice households will receive will tell households about the possible upcoming end of ACP and its potential impact on the ACP households’ bills. The second and third notices must inform ACP households of the following: a. That the ACP is ending, b. The impact on their bill, c.
